The Palapathwala and Madawala Ulpatha Public Libraries of Matale Pradeshiya Sabha have been classified as second grade libraries by the National Library and Documentation Services Board.

The libraries, which operate with the aim of developing knowledge, skills and attitudes and creating citizens for a better society, provide the following services to the people of the area.

The task of providing the necessary facilities for cremation of dead bodies as a public service has been entrusted to the local government institutions. Accordingly, the Valliwela Crematorium belonging to the Matale Pradeshiya Sabha was inaugurated on 17th December 2013 and the crematorium service is currently being maintained as the main service provided to the public by the council. The Matale Pradeshiya Sabha is also taking steps to provide chambers at a subsidized price for depositing the ashes of the cremated dead bodies.

• An application form issued by the Pradeshiya Sabha should be obtained, duly completed and submitted.
• Original and photocopy of the death certificate (the death certificate should correctly state that the cremation took place at Valliwela Crematorium).
• A photocopy of the National Identity Card of the deceased
• A photocopy of the National Identity Card of the person completing the application form

This section manages the management of biodegradable and non-biodegradable waste in the assessment areas of Thotagamuwa, Palapathwala and Madawala on a daily basis and according to a specific schedule. All biodegradable waste is collected in garbage heaps in the yard under the landfill method and turned into compost fertilizer within 1½ to 2 months and prepared for sale.

Non-biodegradable waste such as polythene, plastic, tin, PET bottles are collected and sold, and non-recyclable waste is burned in an incinerator.

Of these clinic centers, the main clinic center is operating with all facilities in the Puraneguma Building in Palapathwala, Matale, and the other centers in the area are provided with the necessary infrastructure, transportation facilities, toilets and other needs.

Matale Pradeshiya Sabha organizes various training programs for cottage industries and small scale industries annually under the Sustainable Development Program with the aim of uplifting the economic status of poor families in the Matale Pradeshiya Sabha area. The following programs are currently being implemented under this program and further programs are to be organized and implemented according to the existing resources and needs of the area.

There are 02 separate public toilet systems centered around Palapathwala town and Madawala town.

These toilets are located separately for the use of both men and women and have been adapted to the needs of disabled people in Palapathwala town. Tenders have been issued for their maintenance and currently all sanitation works are maintained by the Pradeshiya Sabha.

When constructing a house or building, the approval of the Matale Pradeshiya Sabha for the proposed land plan for the construction of the building must be obtained.

After the approval of the certificates by the Technical Officer of the Local Government Institution, a notification will be sent to your mobile phone via SMS.

After the approval of the blueprint, the house or building must be approved by the Pradeshiya Sabha under the Housing and Urban Development Ordinance to construct a building there. The application for approval of a building plan can be obtained through downloads on this website and the application can be submitted to the Matale Pradeshiya Sabha along with the attachments to be submitted in accordance with its instructions and approval can be obtained.

Every construction constructed without approval will be an unauthorized construction. Fines will be levied for unauthorized construction.

Procedure

The applicant shall obtain the prescribed application form and instructions for the issuance of street lines and non-encroachment certificate.

• Original copy of the deed relating to the property and its photocopy
• Original copy of the plan relating to the property and its photocopy
• If the relevant property is held as collateral in a recognized financial institution, copies of the deed and plan certified by the manager of that institution shall be submitted.
• If the land is a subdivision, a copy of the approved plan for the subdivision. If the property does not belong to the applicant, a letter of consent from the owner (the signature of the letter must be certified by a Justice of the Peace).
