In the 19th century, the “Matale Pallesiyapattu” Village Council was established in a small place in Aluvihara town. Mr. Claude Stanley Aluvihara was elected as the Chairman of the initial Village Council unopposed. Along with this, a board of members was also appointed for the Village Council. With the contributions of the Chairman of the Village Council and the board of members, a Village Council building was constructed in Palapatwala town and the “Matale Pallesiyapattu” Village Council was established there. The “Matale Pallesiyapattu” Village Council belonged to the land from Aluvihara to Ketawala in Matale.
In the 1950s, Mrs. Mileena Kumarihamy served as the Chairperson of the Village Council and she is the only woman to hold the position of Chairperson of the Village Council. After the tenure of Mrs. Mileena Kumarihami, Mr. Kulatunga and Mr. A.H.M. Karunaratne have also become the Chairpersons of the Village Council.
In the first Local Government Election held in 1988 in accordance with the Pradeshiya Sabha Act No. 15 of 1987, the current former Member of Parliament, Hon. Wasantha Aluvihare, was elected unopposed as the inaugural Chairperson of the Matale Pradeshiya Sabha. From 1988 to 2011, the Council of Members was appointed to the Pradeshiya Sabha in the Local Government Elections under the preferential voting system and the Council of Members was formed by a Council of 18 members.
In the 1991 Local Government Election, Mr. Edmund Inimankada was elected as the Chairperson of the Matale Pradeshiya Sabha. In 1997, Mr. Nimal Jayawardena, in 2002, Mr. Nihal Wijenayake, for the second time in 2006, and in 2011, Mr. U.H.M. Kapila Bandara Hendeniya were appointed as the Chairpersons of the Matale Pradeshiya Sabha.
In 2018, the local government elections were held according to the ward voting system and Mr. U.H.M. Kapila Bandara Hendeniya was elected as the Chairperson, and the Matale Pradeshiya Sabha council became 31.
At present, the Matale Pradeshiya Sabha, which consists of 42 Grama Niladhari Divisions spread over an area of 61.3 square kilometers, is moving forward, fulfilling a unique mission for the people of the area.

The Matale Pradeshiya Sabha area, which is rich in history and consists of 42 Grama Niladhari Divisions and a population of about 66,000 people, is currently a rapidly developing and populating local government area in the historic Matale city, established by the Pradeshiya Sabha Act No. 15 of 1987.
The Pradeshiya Sabha can be considered a state institution that is continuously evolving, combining both the state and politics, going back to the Pandukabhaya period of local government administrations and village councils and urban councils. Since the local government institution in the relevant council area is the state institution that operates with the participation of the people at the grassroots level and is responsible for fulfilling the various needs of humans from conception to death, in fulfilling that responsible and responsible role, the relevant local government institution has been given powers and responsibilities through ordinances to provide public services for the people from conception to death by protecting and promoting, regulating and efficiently administering public health, public utility services, public roads and other infrastructure facilities in the council area.
To properly implement such services, we at Matale Pradeshiya Sabha have been working very hard to create a satisfied public through the collection of annual revenues, the formulation of by-laws, the implementation of laws as a constitutional body, the proper implementation of the powers conferred by the ordinances and laws currently in force. We have already won the first place in the performance of the district among the local government institutions in Matale district for the past 8-10 consecutive years and a reputation as one of the best local government institutions in the Central Province.
Instead of coming to the office to receive the services provided by the Matale Pradeshiya Sabha, a program has been initiated to take the Pradeshiya Sabha to the village by obtaining all the necessary services from one’s home through e-technology. Through this, I am happy to announce that my entire staff, along with me, as the political leadership and administrative head representing the Matale Pradeshiya Sabha, will always be committed to working with the people to provide services very quickly, saving labor, money and time, so that we, as the most inclusive state institution for the people, can achieve excellence in every aspect in a sustainable manner that suits the present and future generations.
By fulfilling all the functions that should be performed by a local government institution for the people in a proper and efficient manner, becoming one of the best local government institutions in the country within the next 02-03 years, and creating a healthy, comfortable environment with public facilities for the brothers and sisters of the Matale Pradeshiya Sabha area who expect any service from the Matale Pradeshiya Sabha, as well as for the thousands of people who visit the Matale Pradeshiya Sabha area daily, I respectfully invite you to work with us by submitting ideas, suggestions and complaints in every work with the Matale Pradeshiya Sabha to achieve those goals.
